With images of severe storm and flood damage from the East Coast fresh in many voters' minds, Seattle residents overwhelmingly approved a $290 million, 30-year bond measure to reconstruct the aging Elliott Bay seawall. In Tuesday's initial vote count, 77 percent of voters were supporting the seawall replacement and just 23 percent were voting to reject it. Lynn Thompson reports. Bond to repair seawall passing  

For more than a century, for good or ill, New Jersey has led the nation in coastal development. Many of the barrier islands along its coast have long been lined by rock jetties, concrete sea walls or other protective armor. Most of its coastal communities have beaches only because engineers periodically replenish them with sand pumped from offshore. Now much of that sand is gone. Though reports are still preliminary, coastal researchers say that when Hurricane Sandy came ashore, it washed enormous quantities of sand off beaches and into the streets — or even all the way across barrier islands into the bays behind them. But even as these towns clamor for sand, scientists are warning that rising seas will make maintaining artificial beaches prohibitively expensive or simply impossible. Even some advocates of artificial beach nourishment now urge new approaches to the issue, especially in New Jersey. Costs of Shoring Up Coastal Communities

A ballot measure for the city to buy land in Japanese Gulch appeared headed to defeat, falling short of the 60 percent majority the property tax measure needed to pass. Proposition 1 gained about 56 percent of the vote compared to 44 percent against -- 3,401 to 2,711-- but that won't be enough. Bill Sheets reports. Japanese Gulch tax fails to reach 60% mark  

Enbridge Inc. (TSX:ENB) improved its third-quarter profit over the same period last year but the Calgary-based pipeline company's adjusted earnings fell just short of analyst estimates. Net profit was $189 million or 24 cents per share, compared with a small net loss of $5 million or one cent a share last year. Its adjusted earnings rose to $269 million or 34 cents per share — up 13 per cent from last year but a penny below analyst estimates. Enbridge Q3 profit rises to $189 million but adjusted earnings short of analyst estimates

Victoria has been voted No. 1 in both No. 1 and No. 2. Victoria’s Langley Street Loo near Bastion Square has been voted Canada’s Best Bathroom in the third annual online poll, sponsored by Cintas Canada. Saying he was flush with pride Mayor Dean Fortin accepted the plaque from Rod Farquharson, Cintas director of sales and operations. Victoria's outdoor throne crowned as best toilet in Canada
